Blazing Rain is an Ascension.
When an enemy is affected by 
Burning?, hitting them with a 
Blazing Meteor has a 60% chance to cast an additional Blazing Meteor on a nearby enemy.
However each time this effect is activated, the chance of an additional meteor is reduced, severely limiting how often you will have several extra meteors in a row.
